How much equity do you need to call, and do your outs get there? Exact numbers, no rule of thumb.
Pot odds say how much you win compared with what you risk. Your required equity is the share of the pot you must win on average for a call to break even: bet divided by the final pot after your call. If the chance of making your hand is higher than that, calling is profitable on odds alone.
The chance of hitting your outs is counted exactly from the unseen cards (47 on the flop, 46 on the turn), not with the rule of 2 and 4. Outs that also give the opponent a better hand, and implied odds, are for you to judge.

Pot odds compare the size of the bet you face with the pot you can win. If the pot is 100 and you must call 50, you risk 50 to win 150, which is 3 to 1.
Divide the bet by the pot after you call. With a pot of 100 and a bet of 50 that is 50 / 200 = 25 %.
Outs are the unseen cards that make your hand the best. A flush draw has 9 outs and an open-ended straight draw has 8. Remove outs that would also improve your opponent.
